bool isTrainDerailed ( vehicle vehicleToCheck )

- Counterpart: setTrainDerailed
Required Arguments
- vehicleToCheck: the vehicle that you wish to check is derailed.
Returns
Returns true if the train is derailed, false if the train is still on the rails
